Upgrade to VCSA 6.5 and Mixed environment with ESX 5.5 and 6.5

I am planning to upgrade to vCenter 6.5, and upgrade all hosts to ESX6.5, but few of my hosts are not compatible and cannot receive anything above 5.5 U3. Due to this I am planning on having a mixed environment with VCSA with 6.5, 4 blades with esx 6.5 and 3 blades with 5.5

Now in that kind of situation I will have to make sure that any new VM created is hardware version 10 and not above it, else it will not move between all hosts.

Are there any options to limit a user from creating a VM with h/w version 11 or upwards or limit user to create a new VM only with h/w version 10.

Any help will be appreciated.
